CMS MIPS Payments for 2025 Underwhelms, Fails to Keep Up with Inflation

Today, the Centers for Medicare and Medicaid Services (CMS) released the mean and median final scores and payment adjustments for the 2023 performance year/2025 payment year of the Merit-based Incentive Payment System (MIPS).

• Mean 2023 MIPS Final Score / 2025 MIPS Payment Adjustment: 82.91 points / 0.56%
• Median 2023 MIPS Final Score / 2025 MIPS Payment Adjustment: 85.49 points / 0.90%  
• Maximum 2025 MIPS Payment Adjustment: 2.15% (final score of 100 points)  

CMS notes that these results do not reflect final score or payment adjustment updates that may occur through the targeted review process. The mean and median results may shift slightly when CMS releases more 2023 Quality Payment Program (QPP) data in the Spring of 2025. 

CMS states that the 2023 final scores and mean, median, and maximum 2025 payment adjustments are quite similar to 2022 final scores and 2024 payment adjustments (excluding the exception bonus applied to 2024 payment adjustments). The Exceptional Bonus is not available for the 2023 performance year/2025 payment year.
